WebI did have to manually unlock Torghast up to save Baine but I was able to skip Korthia. After Korthia, you can obtain the quest to “Speak to Tal-Inara and enter the Arbiter’s chambers” which is the start of the Zereth Mortis campaign. That initial questline is where you get a ton of free 226 gear.
